Terms of Service Agreements

A federal-compatible Terms of Service (TOS) agreement is required for official government use of new media tools. Use the lists below to determine whether a TOS has been signed for a given tool.

At HHS, these TOS agreements are signed by the Web Communications Division on behalf of the entire department, and apply to free tools only. If you are paying money for a product, the TOS issues should be negotiated during the procurement process. All new media technologies are still subject to the standards and policies that govern web communications.  A signed TOS does not indicate that a tool meets these requirements and additional considerations may be necessary.

Tools with Signed Terms of Service

This list includes Third Party Websites and Applications (TPWAs) for which HHS has signed a federal-compatible TOS agreement, or for which the standard TOS have been cleared for use.  The list below also indicates if a Privacy Impact Assessment (PIA) is necessary for a given tool.

Follow the links to enroll under the HHS Terms of Service through Apps.gov, and to complete the Privacy Impact Assessment if required.

+ These tools have been removed from GSA's list of negotiated tools and therefore are no longer available.

Vimeo, primarily a service dedicated to creative filmmakers and artists, has discouraged government accounts as they do not fit into the goals of the company. They indicated the White House account as a unique case and encouraged other governmental agencies to look for video services that more cater to their needs. At this time, vimeo and HHS are not pursuing a TOS agreement.
