** Regarding Twitter, several federal agency attorneys (including attorneys at GSA and The White House) have determined that there are no issues with Twitter's standard Terms of Service that would present legal problems for their agencies. The standard Twitter Terms of Service can be found here: http://twitter.com/tosexit disclaimer. UPDATE: Twitter has recently updated their standard TOS. GSA is looking into this new language and will advise on next steps if next steps are needed.

That being said, offices interested in pursuing Twitter as a communications strategy need to get clearance from their Public Affairs office and should have a comprehensive, integrated strategy for including Twitter in their overall communications plan.

‡ Vimeo, primarily a service dedicated to creative filmmakers and artists, has discouraged government accounts as they do not fit into the goals of the company. They indicated the White House account as a unique case and encouraged other governmental agencies to look for video services that more cater to their needs. At this time, vimeo and HHS are not pursuing a TOS agreement.
